The film
Governments tend to follow, not lead, when it comes to environmental protection. This view was expressed in this 1975 film, when Canadians were just beginning to become aware of pollution and related problems. Over 30 years later many more people are concerned about the environment. Pressure from concerned citizens is still necessary before governments take action against polluting industries.
